There is a bolt and jam nut on the front of the governor that adjusts the bumper spring. If its too far in, it will affect the idle speed. With the Cub running and at idle on the throttle lever, back the bolt out and see if it helps (while keeping your fingers away from the fan). Only back it out far enough to get the idle speed you want, if you go too far, it can cause surging.
