If the engine is running at a high enough RPM, the fingers may have been too far away for the spring to make contact to raise the RPM's any higher. The spring is not attached to the bolt. If sits in a recess that the bolt has drilled into the end of it. If you attempt to pull the bolt out, there is a chance that the spring may fall into the cavity of the governor.
