Describe the water coming out. Does the tractor sit outside with an open exhaust? Its not unusual for a tractor to spit out droplets when it first starts as the cold muffler and pipe condense gases and sometimes spit out droplets.Have you sucessfully started the tractor by rolling it down the hill? Take the plugs out and spin the engine over and see what comes out the plug holes. Has the level in the rad gone down?
