Hydraulic Cylinder

I was reviewing an earlier post and it raised a question. I have one-way cylinders on a loader, approx two inch bore. The cylinders have a 1/4" plug in them at the end opposite the inlet port. There is no breather apparent. The loader works fine, although there is some leakage of oil at the seals. Is this plug configuration correct? The earlier post offered either a plug with a breather or a return hose.
