The M and the H use the 18 inch diameter, 3 spoke steering wheel. The 20 inch diameter, 4 spoke steering wheel was used maybe on the W9? But I think it was optional as well for the M and the H.

It was still a 3 spoke, 18 inch, but was a covered steering wheel, very similar to what you might find on a truck of that era.
