IMHO, ignition problems do not get better with heat.
If the Cub runs great after it warms up, try using the choke during the first few minutes. Run it at 1/2 choke to richen the fuel mixture to keep it running smooth until it warms up.
Every tractor is a little bit different at startup. Some like lots of choke, some just need a blip, and some don't need any at all.
