NO, the rim size is (ideally) supposed to be the same as the tread width. A 13.6 tire has 13.6 inches at the widest sidewall point, and has a tread width of 12 inches to perfectly fit a 12 inch rim. A 13.6 inch tire on a 10 inch rim has a 12 inch tread width which means the tread width is 2 inches wider than the rim. A 14.9 inch tire has a 13 inch tread width and fits best on a 13 inch rim, etc. Tread width/cross section width on common tires are as follows 9/9.5, 10/11.2, 11/12.4, 12/13.6, 13/14.9, 14/16.9, etc. The 15.5 tire that some people like to put on an M does not have a tread width equivalent, and is probably best on a 14 inch rim. IH did allow a tread width 1 inch wider than the rim width, but most tires now have the correct rim width on the tire.
