Be sure that when the governor is set to wide open(tractor off) that the linkage from the governor cross tube arm and the carb link arm, The carb should be held just fully open in this position. The pivots and rod ends should be tight and without slop. They can be welded up and made tight. The tube from the governor can also have bad bushings in the end, If these are OK, and it still surges, there is a possible issue with the high speed mixture (helped if the float level is correct). The main bearing in the governor.can also be loose. Jim
