I am glad I am not trying to make a living growing potatoes! I planted mine in early February (Georgia) and they are still popping up. The sugar snaps planted at the same time are two feet tall and March corn is up about a foot. I assume it has to do with using grocery store spuds for seed which were cheaper than the "Seed Potatoes" at the local seed store. It has worked in the past but failed this year. Grocery store potatoes are treated with a growth retardant like MH-30 to retard the growth of eyes. In the past I held on to some until the eyes were large and that worked. The ones I used this year did not have visible eyes and I am afraid the growth retardant got me.
