All three ports are pressurized at same time. The rear one side with two is delay drop, (not lift as that requires a separate mechanism). When you push the rod forward to lower an implement, the mechanism inside contacts the rear check ball slightly later but it takes a trained hand to feel that. There are many different way of making it two way, all require adding a separate valve. So called Christmas tree valve was IH's factory way of doing it.
