Remember this is an old farm tractor and hydraulic systems have come a long way. Modern tractors run 3000+ PSI and high-volume two stage pumps (25-35 GPM). The 460 is running around 1800PSI and IIRC the pump is around 15GPM. It's going to be slower.
Changing the oil and filter is a good idea. It is probably long past overdue, and if left long enough, could eventually ruin the pump. Odds are it won't fix the problem, assuming there is a problem.
Pressure and flow checks will require special tools, which you might be able to borrow from a local equipment dealer.
