Dirty field control points in the regulator can cause the problem you are having. Cleaning them as Jim suggested will probably correct your problem.
Dirty contact points will cause a higher resistance between them. When the generator is first started up the voltage in the field windings will be very low, possibly less than one volt. You need good contacts to ensure that this low voltage is grounded. With a good ground the field coils will use the small amount of current generated to become electromagnets to add to the residual magnetism in the pole shoes. When that happens the voltage will quickly spike upwards until it is great enough for the regulator to start to control the maximum voltage.
The simple test is to ground the filed terminal on the generator once the engine is started. If that causes the generator to immediately start to work you know the problem will be dirty or loose contacts.
