The hydraulic piston in the clutch assembly is always returned to the fully retracted position by the return spring. As the clutch pack wears the piston has to travel a greater distance before the clutch engages. As a result it takes more oil to move the piston the longer distance so it takes longer for the clutch to engage.
You can either replace the clutch pack now or wait until it fails completely. If you replace the clutch disks before they fail you may be able to get by with just the disk plates. If the clutch pack is allowed to fail completely you will most likely have to replace the piston seals also. Given the age of these tractors now it probably is a good idea to replace all the O-rings and seals anyway so it doesn't make much difference other than you can choose to do the repair at a time when it is convenient to you.
