Seems I have it fixed - removed the little plastic snap cover in the center of control handle and found a lock nut. The handle seemed to have a lot of sloppy play so thought I would start there and tighten it down a little as there is a spring there at the top of the shaft as well. That pulled the handle down a little where it had some friction on the notched plate beneath the handle. Started it up and pulled the handle over to the PTO speed position and did a little more tightening to where it wasn't slipping any longer and it holds the set position just fine presently. The spring I tighten up is number 2 in the parts diagram of the engine speed controls section in my parts catalog. Thanks for your response and glad I didn't have to get into the friction disks, Hal.
