The shimmy comes from worn out bushings, bearings, and the vertical shaft itself. You're going to get a whole bunch of answers on how to cure it, including the theory that running one tire under-inflated will cure it, but the only way to fix it right so it stays fixed is to replace all of the worn out parts.
