You should be able to lower as slow as you want and the engine may well be laboring. If you move lever far enough so it quits laboring you are opening the spool valve quite a bit. Some valves have feathering slots in them for better control and yours may not have them. The laboring is caused by the regulator port being opened before the return port is opened and if you do not need down pressure you can turn the spool on the valve to single action for lowering. The cover on valve is marked S and D with a roll pin to control max movement either way. You may possibly have a check valve,( seperate block mounted on aux valve) but I doubt it . That could give you problem with feathering drop. I have taken the balls out of a lot of them on loader tractors for convenience.
