Really basic, but do you have a good manifold/gasket ? Is your timing right on with the Mag? Start with some of the basic stuff first. Also just to add that an engine with new pistons and sleeves. Can be very hard to start with the hand crank. Have that Allis B and and a H with new pistons and rings... yeah not the best of starters. Push them down a hill and within 5 ft its off and running.
Just a thought if you put it the tractor on a hill and pop start it (in 4th gear obviously have the switch out) how does it start? If everything is all nice and tidy it should hit right off. Give that a whirl
