Best to plumb a gauge into the hyd discharge at the pump to find out what pressure it is putting up. Use a 0-1000psi gauge. Check to make sure you aren't bypassing through a four way valve or other location. You may just have a stuck check valve in the pump so if it is bad it should be disassembled and cleaned before buying a rebuilt one.
