Charles, You have to THAW the starter out? Is the band missing at the rear (opposite from the end that bolts to the tractor) that covers the brushes? If this was missing, I could see snow getting inside the unit, but ??? I've not heard of a starter getting cold enough to freeze due to use, but who knows. I would take the starter to a shop and have it rebuilt. They should replace the brushes, resurface the commutator and check the windings, replace the bushings/bearings if required and clean it up. It should then work just like new. Probably will cost somewhere between $100-$150, but you shouldn't have to do it again for at least 10 years.
