That carb solenoid opens when the ignition is on and shuts when it is turned off. A solid click should be heard when it works. (you need to be near it to hear it), be careful with it in neutral. Taking it out should find gasoline coming from the hole. It is not adjustable. If the fuel is old, drain it and put in fresh. Old fuel often will not fire well. Put it in a mix with other fuel and use it, but put fresh in the tractor. Jim
