I've had similar difficulties with a couple Super H tractors; also a buddy's BN. Problems were traced to a couple things:
1 - The TSC switch is not the highest quality. It's workable but not as well built as an OEM switch.
2 - The button contacts on the starter frames get worn/burned. So even a new, good switch will work poorly.
SOMETIMES you can make a new starter switch work on a worn button by elongating the holes in the mounting ears so it can be positioned closer to the contact. But a better fix is to have a starter shop replace the button and insulating bushing. (Unless you have heavy duty soldering tools the button is difficult to replace correctly.)
