Gas or diesel??
It sounds like a sticky governor or governor linkage. When you tap the brakes the governor tries to feed more fuel, according to the setting it had before you changed the throttle. When that happens, it frees up whatever is binding, allowing the governor to go to the new, lower setting, and reduce the speed. The same thing might happen if you headed up hill or did anything else that would call for more power.
If it is a gas motor the first thing to check is the linkage from the governor to the carburetor. If that is all free, and there are no broken or stretched out springs, then the problem is inside the governor itself, and you need at least an exploded view from the parts book, and probably some sort of shop manual, to go into it. If it is a diesel, the problem is probably in the injection pump, and may require "professional" help, or at least advice from a someone experienced with diesels. There may even be a known issue with that particular engine.
