Larger hole had the nut welded in with the jam nut & adjusting screw. The screw supports the bottom of the brake band so the brake doesn't drag. Install the brake band, adjust the free play, apply the brake fully & lock in place. Loosen the jam nut, tighten the screw then back off 1/2 turn and lock the jam nut. Small hole is for drainage of liquid.
