You have take the steering valve off that is right under the worm shaft entering the front bolster. It only has one centering spring. It may be as simple as a loose nut, but probably a bent or broken washer or damaged seal. In all honesty, most of them are just barely neutral when new and have a slight tendency to lead right so if that washer gets bent or as the link wears they seem to get worse. I had a bad one last fall and by playing with air pressure on the in port I was able to add a shim washer behind the spool and make it center properly. That tractor would turn all the way to the right when just standing still. It had a bent washer but a new one only helped but not completely cured it. It takes some dinging around but you can eventually get even flow to both sides when properly centered. Realize, there is pressure applied to both sides when in neutral but only what ever back pressure that it takes to flow through the return line to dump so the pressure has to be equal on each side. The old military five ton truck used a very similar valve but it was adjustable by sliding valve back and forth to find true neutral. That would have been nice if IH would have had the manufacturer of this unit the same way.
