If that 1/8th isn't enough to move the pump arm you can braze some on the push rod that rides on the cam lobe. My late dad had a 1939 Ford he bought just before we into WW2. When I was old enough to drive it we seem to have a lot of fuel pumps failing and he had a local shop to replace them. I went to school with a teen about my age and I was telling him and he said to talk to his dad. He told me to pull the push rod on the pump and he brazed about 3/16" on it then ground it down nice and smooth using a flat file. Never had any more fuel pump problems.
