Provided that some one has not taken the aux valves off and lost the plug with o-ring on it , your problem is in the flow divider valve. You said it works when you dead head one of the other valves so that shows that flow divider is leaking past to aux valves. The spool wears the most but bore wears also. I was able to get a new spool just a few years ago, however, lot of parts men don't know how to look up the number as it was originally not a service item but was after they got a few years old. An accurate flow rater down to 3 gal per minute would show your problem in a quick test. I know, not everyone has one, I don't either anymore but I always seem to devise some other type of test to with a hose , a restrictor valve with a gauge on it and a bucket.
