Sounds like the float may not be set right. First check for crud in the needle valve that may be preventing the valve from closing. Bend the floats down a little so the needle valve closes sooner. I had to do this on my carb. I know the manual specifies an exact adjustment but there is a "range" where the carb will work just fine. Too much and it over fills the bowl and leaks out, too low and the engine will starve for gas when you rev it up.
