Donald, I noted someone posted a while back that they had a gasket protruding into the bowl and the float was hanging on it. You may want to look for that as well. I had this problem on my C and it was just crud from a dirty/rusty tank getting into the needle though. My screen on the inlet was almost non existent as was screen in bowl and was letting debris into carb. Replaced and now seems fine.
