Do you want to pick the ENTIRE plow completely up off the ground? That doesn't seem particularly practical. Even a 2-bottom plow weighs several hundred pounds, so you'd have to work out the mechanical advantage to where you only have a few inches of lift.
Do you mean in and out of the ground? That's a little more realistic.
Caterpillar used to have cable lift systems for their implements, and there's a lot of information online about them. Youtube videos of the machines in action. Pictures. You'll probably need to set up a reverse block-and-tackle arrangement to get enough throw, but the cable and pullies will be a whole lot less expensive than a full hydraulic setup.
That leads to the full hydraulic setup. Many older plows were retrofitted with a hydraulic lift. Lift conversions were very popular on #8 Little Genius plows. You could get some cues from pictures online and fabricate up a lift conversion, and add a hydraulic remote valve setup to the tractor. It's the most expensive option, but the most practical and flexible, since you can then use the remote setup to lift ANY hydraulic implement.
