Out is more fuel. However the carb is adjusted when at operating temp at wide open throttle. Turn the main jet screw in until the engine stumbles, then out until smooth plus maybe 1/4 turn 1/2 turn more. Adjust the idle mixture by turning the idle mixture screw in or out until smooth. Engine should accelerate from idle to WOT without stumbling. You may have to repeat the adjustment of both idle and WOT adjustments a couple of times. If you can't get that to work the carb probably needs cleaning. You also need good fuel flow out of the tank in order to adjust the carb correctly.
