What is described seems more like a parts tractor, and as such in this area (western Washington) might be worth the $500 asking, if you needed the parts. More like $250-350, though. To make it a runner would probably take $1000 or more and plenty of work. To add electric start, you need a different clutch housing, I couldn't see it being worth the effort.
