A hit and miss engine also has a governer but instead of moving the throttle plate, it latches out the exhaust valve to make the engine coast until it reaches a lower speed then unlatches to make the engine hit and the cycle continues. Your LB engine is a throttle governed engine. I have never seen the throttle shaft break, but what I have seen is the coupler between the rear shaft and throttle shaft in the head break. They are made of 4 small pieces of metal welded in the center about 1 1/2 long. It pulls out after the head is off.
