The screw is in the circuit and provides power to the breaker points for spark. Be sure all the connections associated with this screw are clean and power can flow through. There are some test you can run to check connectivity and to verify that the mag is generating enough power for a spark. I have done it for a coil ignition but not for a mag so someone else will have to help. If the screw is loose it may be that the points are not properly installed.
