Do you have the control box with the four position switch, H L D B?
I found on my WR9 that that control box had to be grounded. Do not know why as schematics do not show it being grounded. After grounding, the controls for the four positions worked. H and L is for charging rates, I believe D and B is for dim and bright lights.
