This might be an obvious one but thought I should mention it. WD-9's often get water in the regulator because of where it is situated. Right out there behind the instrument panel where mother nature can easily get to it. It is a good idea to take the cover off of the regulator. I often find either it has water in it or it is badly corroded from water. If everything looks clean and relatively new inside then the regulator will likely work.
