I agree with all the advice, but if when you get the valve cover off you determine that one valve is stuck on the cylinder with the low compression, I would not hesitate to go ahead and start the engine. The stuck valve may have been open when the tractor was parked and may free up with a little heat and vibration. If it is bent you will not cause any problems if you don't run it too long. If there is a major mechanical problem the chances are good that it has been run with that problem anyway so you will not do much more damage. Put some Marvel Mystery Oil in new gasoline and try it out. If it really makes some noise, like loose rods, stop it and be ready to take it apart. Cubs run pretty quietly, even without a muffler. With the price you paid you can afford to do some repair if necessary.
