Before fooling with the carburetor make sure 1) spark timing is right (TDC, or a few degrees AFTER TDC) and 2) there's decent compression in all 4 cylinders. If either is amiss, fix it first!
Now try shooting a whiff of ether directly into the carb air inlet then immediately cranking. If the engine fires a few hits, NOW go to the carb and find the problem.
Note: A light coat of tank sealer on the cork float should not make it too heavy. Worst case is you might need to adjust the float a bit (1/8") lower to compensate for the extra weight.
