Brad, the first thing you do is pull the spark plugs out and add some penetrating oil to the clyanders. More than likely, the piston rings have rusted to the sleave walls. It also probably happened in one or two clyanders as opposed to all four. This happens depending on the posistion of the valves when the tractor was last shut off. One of the exhaust valves is in the open position and is open to the air/weather. Anyway, add the penetrating oil and wait. Put the tractor in gear and gently rock it back and forth or try to turn the engine with the hand crank. Keep the clyanders filled with oil and play the waiting game. I wouold not consider trying to pull the tractor as you can bend a push rod. If all this fails, you may have to pull the head to see what is going on.
