IH 756 steering prob's

The old 756 diesel has been getting harder to steer lately. It is almost impossible at lower RPM's. The other day, I was pulling a wagon down the road and it began veering toward the ditch. I turned the wheel to straighten it out and there was no response, Then I jerked the steering wheel hard and the steering came back. What could be causing this. Also, when I slow the tractor up in high torque, sometimes, it will shift itself between high torque and low torque. The little red light on the dash that comes on when you push the clutch in also comes on sometimes at lower RPM and with the clutch engaged. Used to think I just needed to speed the tractor up, until the incident on the road. It was doing between 1500 and 2000 rpm then. After that, I decided that something has to be done....can anyone tell me what I need to do? Thanks
