Surging is caused a lot of times by a carb that is running way to lean. If you choke it some does that hurt or help?? If it helps you have either a clogged main jet or if it is an adjustable main jet you need to open the setting up a little bit. If it is like my BA you can try this, non-adjustable main you remove the cover plug and let gas flow out of the main jet and if it does not flow well take a small wire etc and poke into it to clean it out
