Farmall A valves

I have a leaky valve cover gasket, so I puilled the cover tonite, and decided to look at the valves. This is my first time opening her('41 A) up. I only checked a couple valves, becuase I was running out of light. Cold, they ran 0.014-0.024. Also, about half of the valve stems were only covered by about half of the rocker arm. She has a leak of oil around the head gasket too. I want to do a full adjustment and tune-up(plugs, wires, points ect). But, I'm worried about the valves with that minimal contact to the rocker arms. Note, she does smoke when first fired, and then at a idle when she's hot. I know she has fresh rings and rod bearings. The guy who used to have her said the engine was stuck, so he did the rings and rod bearings. I'm getting the feeling that's all he did. Any thoughts? I reall don't want to pull her all the way down right away. But, I will if I need to... Thanks in Advance
