You're going to have to static time it. Not that big of a deal.
Get the front #1 cylinder up at TDC on the compression stroke. You can do this by taking out the spark plug, hold your thumb over the hole, and slowly turn the engine over with the fan until air whooshes past your thumb. Then shine a flashlight into the hole and turn the engine slowly until the piston is at the very top of its stroke.
Now, take the distributor cap off and rotate the rotor terminal until it is just beneath where the post on the cap marked #1 is.
Now you can put the drive dog back into the distributor so it lines up with the slot, and keeps the rotor terminal under the #1 post on the cap.
Put the spark plug wires back on in the correct order, and the tractor should run. You will probably have to fine tune the timing afterwards.
