There are companies that make "adjustable flow checks", Parker being just one. Flow free flows in reverse and meters in the other direction. Put the valve in the line from the head end of the cylinder, not the rod end. You want to meter the fluid returning from the cylinder, not the flow going in. If you try to meter the fluid going into the cylinder, when you initially move the valve handle to LOWER, there will be a sudden drop for a little way before it starts metering... just know that from experience of building test machines for a hydraulics manufacturer for several years.
