You need to unhook the levers and get them free as they are rusted probably. Then with the controls unhooked you can move the controls on the unit to see if the system works. Have you checked the hy fluid and cleaned the screen. The guard over the lift levers is easily removed just snaps ove them.Sometimes they are bound up pretty good so patience.WD-40 ect can be used.
