Plate behind the carb is a fuel pump mounting place. Probably a new replacement block at one time or from a power unit ETC. Make sure the float isn't getting fuel inside it due to a leak or that its not rubbing the sides of the carburetor bowl. When mounted on a tractor I like to use a plastic nozzle extention like comes with brake cleaner up through the drain plug. With a little practice you can push the float up by pushing under where the needle valve and seat is. Float should go up with gentle pressure and fall back as you let off. Can feel or hear the float drag if there's a problem.
