The problem is that the hydraulic pump shaft has a groove worn in it from the seal, and even a new seal won't seal it up any more.
This might be a place where a speedi-sleeve would work. Otherwise, you need to replace the pump. Yes, replace the pump to the tune of $800-900. These pumps are not serviceable, no parts.
