Your problem is caused from either excessive sitting or from a worn governer shaft. The first thing to do is change the oil in the injection pump. There is a oil level check plug about 1/3 up the side of the pump. Open it first and see if the pump is over full. More than likely it will be. This means diesel fuel has leaked into the pump oil. When the tractor sits excessively the fuel gums up the governor mechanism. Run it alot and keep changing the pump oil, it should go away. If that fails the pump needs rebuilt because the thrust washer that operates the governor has worn a groove in the governor shaft. This is very expensive to fix as governor parts for these pumps are scarce and the governor shaft is the last part to come out of the pump. Good Luck!!
