You could have either of two types of vertical shafts on that tractor, On the old style the shaft is a straight shaft. That requires a soup can shim in order to tighten the the steering arm. The other is a tapered fit on the bottom which is held on with a big nut this is the better newer style. Up in the gear box is a sector gear which is keyed to the shaft the key could be worn of maybe even the keyway. I would take it apart and check these things and replace all the bearings. Doesn't get to expensive until you start replacing the gears or the shaft. If it's the old style shaft the problem is probably the shaft is worn and you will have to shim it. You could have a lot of slop in the tierod ends too.
