I'm right in the middle of diagnosing this problem with my Super C.
From what I've learned from this sight it either comes down to inconsistent fuel flow, loose linkage internally in the governor or externally between the governor and the carb.
Assuming the rebuilt governor is working fine and the fact that it only surges under load, I'm betting you have a fuel restriction.
