Assuming the removal and reinstall worked, a new style starter drive is available Here on this site, and other places that assist in making them work correctly. If the ring gear has even 50% of the worst teeth remaining it can be a near permanent solution. If the starter still fails to turn the engine, feel the cables and connections any heat detected is a place to fix. The cables are often replaced with 4 gauge auto cables. they will result in slow spinning and loss of power to the starter.
